Ukrainians who spend over 15% of their income on utility bills are eligible for a housing subsidy. However, if a family has outstanding debts for utilities, assistance for utility payments will not be granted.
Clarifications on this matter were provided by the Pension Fund of Ukraine. They specified that subsidies are denied to households with overdue debts exceeding three months (as of the date the information is provided) for housing and utility payments or costs associated with managing an apartment building, which have arisen within the past three years and total more than 40 non-taxable minimum income amounts (680 hryvnias).
However, if the family has settled their debt and has documented proof of this, the housing subsidy will be granted within two months from the start of the heating (non-heating) season. Additionally, assistance is provided if a debt restructuring agreement has been signed or when the consumer disputes the debt in court (there is a decision to open proceedings on the case).
"If the absence of debt is confirmed after the two-month period from the beginning of the heating (non-heating) season, the housing subsidy will be granted from the month following the one in which the Pension Fund of Ukraine received documentary confirmation of such actions", — added the PFU.
