How much funding for military aid to Ukraine remains after the allocation of the $2.5 billion package?

The United States has allocated $2.5 billion for weapons, which is divided between the PDA program with $1.25 billion and the USAI program with $1.22 billion. However, the specifics of these allocations have not yet been disclosed.

Today, December 30, the final military aid packages for Ukraine in 2024 were announced in Washington. According to an official statement from the White House, $1.25 billion is allocated under the PDA program (presidential drawdown, where weapons are transferred from stockpiles), while $1.22 billion is provided through the USAI program (where weapons are ordered from manufacturers).

The specific details of both packages have not yet been disclosed by the Pentagon at the time of publication. The official announcement only includes very vague references to "long-term supplies of air defense systems, artillery, and other critically important weapons systems." Additionally, it mentions that the U.S. is set to transfer "hundreds of thousands of artillery shells, thousands of rockets, and hundreds of armored vehicles," referred to as a "tsunami of weapons" that was promised at the beginning of December.

At the same time, a crucial question remains - how much funding is still available in the U.S. for aid to Ukraine before January 20, when Donald Trump will be inaugurated. While the USAI program is straightforward, as the White House immediately indicated that this package was the last of the planned ones, there are still funds available in the PDA program.

Specifically, after $500 million worth of weapons and military equipment were allocated under the presidential drawdown program on December 12, there remained $2.8 billion from the planned funds for 2024. This means that after the December 30 package allocation, the PDA program account will have $1.55 billion left. Considering that the current presidential administration has 20 days left, it is clear that this remaining amount will likely be spent on aid to Ukraine.

However, this calculation only considers the money planned for 2024. There is also $2.8 billion returned after the discovery of an accounting error in the summer of 2023. But their fate is currently unknown.

In any case, President Joe Biden's statement noted that "the United States will continue to work tirelessly to strengthen Ukraine's position in this war for the remainder of my time in office."
