NABU and SAP have reported suspicions against four individuals who organized a criminal group and embezzled over 129 million UAH allocated for the restoration of critical infrastructure in the Dnipropetrovsk region. It has been revealed that one of the detainees is Leonid Dubinsky, according to "Vidomo".
It is reported that in 2022-2023, the suspects won a tender and signed a contract with a municipal enterprise for the reconstruction of a water supply system in the Kamianske district through a controlled company. The beneficial owner of the company was a well-known local entrepreneur who influenced the head of the municipal enterprise and was also wanted by the FBI for property crimes. This is Leonid Dubinsky.
A significant portion of the contract involved the purchase of pipe products, which the "winner" of the tender acquired from the manufacturer at market price through his own shell company and then resold to the municipal enterprise at a price three times higher.
As a result of these actions, the municipal enterprise suffered losses exceeding 129 million UAH, which the participants of the crime misappropriated and used at their discretion.
Previously, we reported that the Dubinsky brothers, who are wanted by the FBI for fraud, are well-known in the region, having been repeatedly involved in tender scandals, yet the companies associated with them continue to thrive and win tenders.
In the summer, numerous searches took place in the Dnipro City Hall and OVA, aimed at finding connections between officials and the Dubinsky brothers. It was also noted that during the tenure of Valentyn Reznichenko as governor of Dnipropetrovsk region, the Dubinsky associates were appointed to leadership positions in OGA.
